Those roads facilitated commerce and communication. Millions died through the efforts of Genghis Khan, but there was also improvements in commerce and communication between disparate peoples. So, along with population control, there comes technological advances. Properties change hands, farmlands have fewer to feed, political policies change...Wars change history. Sometimes we get to tell ourselves they're ending murderous regimes.
